ALEXANDRIA, Va., (Feb. 19, 2025) – Volunteers of America National Services (VOANS) and Volunteers of America of Florida are pleased to announce the grand re-opening of two affordable housing properties for seniors in Clearwater, Florida. The celebration, which took place on today, marks the completion of a comprehensive rehabilitation project for older adults, ages 62+, in the community.
The celebration was held at VOANS’ newly renovated Clear Bay Terrace, a 40-year old, 101-unit affordable housing property for seniors located in the City of Clearwater, Florida, which is in close proximity to VOANS’ Creekside Manor I & II, a newly renovated 91-unit housing property for older adults located in two buildings separated by a stormwater creek berm.
Both of these properties have undergone significant rehabilitations in efforts to preserve the structures and fulfill VOANS’ mission of providing safe, affordable housing for those in need.
“We are thrilled to welcome seniors back to these beautifully renovated homes,” said Dee Dee Beaty, VOANS senior vice president of housing. “This rehabilitation project represents our ongoing commitment to preserving affordable housing options for older adults in Clearwater, providing them with safe, accessible, and comfortable living spaces that will enhance the quality of their lives.”
The developments feature myriad enhancements designed to offer a contemporary and comfortable living environment for residents, like in-unit features inclusive of new flooring, energy-efficient appliances, water heaters, light fixtures, bathroom upgrades, and enhanced ADA unit upgrades to ensure accessibility. Notable common area improvements include new flooring, new light fixtures, a new HVAC system, and a WiFi system.
Rehabilitation of Clear Bay Terrace and Creekside Manor I & II was financed through an allocation of state and 4% low-income housing tax credits (LIHTC) from Florida Housing and Finance Corporation (FHFC). Additional financing was provided by tax-exempt bonds from the Pinella County Housing Development Authority, a construction loan from Boston Capital Finance, LLC (BCF), and equity from VOANS Capital Magnet Fund. The properties are part of a large portfolio of Florida properties that have been developed by VOANS and managed by VOA Florida for many years.
The grand re-opening event was attended by local city officials, as well as project sponsor, National Affordable Housing Trust (NAHT). “NAHT is proud of our continued partnership with Volunteers of America National Services (“VOANS”) and excited to participate in the renewal of almost 200 homes for seniors in Clearwater, Florida, at both Clear Bay Terrace and Creekside Manor,” said Paul Cummings, Senior Vice President of NAHT. “Preserving high quality, affordable homes for seniors is important in every market and we, along with our investor UnitedHealth Group, congratulate VOANS on its commitment to serving lower income seniors, including resident services where possible.”
